If you have a small window you really don't want a window treatment which is too elaborate. It will overpower the size of the window and block out light so you might think about not using valances in these circumstances.
However I spotted a design recently which does seem to work well. You could use this to set off a small window and give it a very effective finishing touch. A plain blind would be enough to cover the window itself and provide privacy in the evening.
See how the valance covers very little of the window to avoid blocking out light and a roller blind could be rolled right out of the way during the day. This version is striped and so would work with a number of color schemes.
